Running apps on iPhone 3GS??

I know that one must sign up for the $99 developer program in order to run apps on an actual device. I was considering getting an iPod Touch but it lacks a camera and GPS which are two very useful features.

My question is this:

I don't really need to use the iPhone as an actual phone.....I know that sounds idiotic.......but I really just want it to use as a glorified iPod Touch and test apps on it. In the future if I want to use it as a phone with the 3G data plan, I would.

So.....is there a way to buy a new iPhone 3GS and use it without the phone and data plan services?

If not, should I wait for an update to the Touch or iPad which would be the cheapest way to run apps on a device?

What are your recommendations?

I believe the cheapest solution would be an Ipod Touch as they're not tied to contracts etc. This will limit you to the functions such as GPS etc however the simulator can cover this with sample data.

Hi,

You could just buy one on PayAsYou Go, then your not tied into a contract or anything. They are more expensive on pay as you go though.
